Car was hitting fuel cut at only 5.5-6 PSI of boost, far below the normal 11-14 PSI fuel cut threshold on a stock CT26 turbo setup with minor bolt-on modifications.
The lower intercooler hose was barely attached to the turbo outlet, causing a significant boost leak. Because air was escaping after the AFM (air flow meter), the ECU was reading more airflow than the boost gauge indicated, triggering fuel cut at a much lower indicated boost pressure.
