Headlights Stuck On / Pop Up On Their Own - Faulty Headlight Stalk Switch

Problem
After the car sat outside all winter under a cover with a weak/dying battery, the pop-up headlights began raising and lowering on their own and would stay on whenever the key was turned on, regardless of the stalk switch position. The headlights could not be turned off or retracted via normal controls.

Root Cause
The headlight stalk/combination switch assembly had failed internally, likely due to prolonged exposure to moisture and cold while the car sat outside over winter.
