Ignition Cylinder Won't Turn Past Lock Position - Lubricate Cylinder

Problem

Ignition cylinder on an 88 Supra locked up and would not turn past the 'lock' position after the car sat for about a month. The key had a little jiggle but would not rotate to ACC or any other position. The steering wheel was not locked. The ignition cylinder was relatively new.
